Capital of the Caelysian Coalition. Seat of the Assembly and Ministry headquarters. Gleaming towers of pale stone and dark glass—the architectural language of power and permanence. Where democratic institutions operate, often corrupted from within by manipulated data and captured processes.
Type: Core world, cultural/academic center
The Coalition's intellectual heart. Universities, think tanks, independent media networks like the Lysara Independent Network where Mira Tannis works. Where asking difficult questions is supposed to be encouraged. Home to the Institute for Predictive Analytics where Lysa Verdan was recruited.
Type: Frontier agricultural world Population: ~4 million Capital: Greenfall
Chronically underfunded frontier world that became the target of Operation Hearthclean. The agrimarket square in Greenfall was where ten thousand citizens gathered to peacefully protest for infrastructure investment and representation. Twenty-seven people died in the modified attack; thousands were saved.
Type: Water world, trade hub
Eighty-seven percent ocean, with population concentrated on floating arcologies and coastal platforms. Economy runs on trade—legitimate and otherwise. Site of Operation Ghostfall five years before Thornfall, where 89 people died in Kaedus's first modified intervention. Also territory of Varro Kain's Iron Tide syndicate.
Converted research platform purchased through shell corporations. Houses approximately fifty personnel, though rarely more than thirty aboard. Features operations deck with ghostglass displays, analysis stations, and the Archive Room where Kaedus keeps physical records including the ledger. Security was believed impenetrable until Varro Kain proved otherwise.
Type: Penal/labor world
Where the Coalition sends people it wants to forget. Rane Korr served as a security officer here before joining the Shadow Guard—one of the ones doing the forgetting until he couldn't anymore. Labor camps, prisoner transfers, the machinery of institutional erasure.
ORGANIZATIONS
Interstellar democratic republic spanning dozens of worlds. Founded on principles of representation and shared governance—principles being eroded from within by manipulated predictive systems and captured institutions. Core worlds receive investment; frontier worlds are neglected. The Assembly debates while the Ministry acts in shadows.
Independent covert organization descended from the Directorate of Strategic Shadows, officially disbanded eight years ago. Led by Commander Kaedus from Umbra Station. Mission: prevent Coalition atrocities that democratic institutions can't or won't stop. Method: accept smaller evils to prevent greater ones. Carry the weight rather than distribute it.
Coalition's primary security apparatus. Headquarters in the Ministry tower on Caelys—seventy-third floor offices with views across the capital. Increasingly reliant on Asteris predictive models for strategic recommendations. Those models have been corrupted, leading to operations like Hearthclean being recommended with high confidence.
Serenathi faction conducting long-term influence operations across Coalition governance. Method: patient data manipulation of Asteris predictive engines, skewing recommendations toward centralization and authoritarianism. Claimed motivation: an external threat approaching Coalition space. Survey missions going silent. Something hostile coming. They believe only a transformed Coalition can survive contact.
Criminal syndicate led by Varro Kain, operating across Virella, Thornfall, Nyxos, and frontier territories. Maintains codes most legitimate organizations don't bother with—no human trafficking, no assassination contracts. Interest in Coalition stability because chaos destroys profitable trade. Provides intelligence to the Shadow Guard in exchange for protection and mutual non-interference.
KEY CONCEPTS
Analog record kept by Commander Kaedus. Names of everyone who dies because of his decisions—not statistics, not acceptable casualties. Names, ages, occupations, families. Written by hand in black ink. Deliberately anachronistic because some records shouldn't be digital, shouldn't be copyable, shouldn't exist anywhere but in the hands of the person responsible. Currently contains 116 names: 89 from Virella, 27 from Thornfall.
Coalition's strategic prediction systems. Analyze decades of data to forecast outcomes. Corrupted by the Serenathi over years—subtle alterations to base datasets, skewing recommendations toward authoritarian solutions. Hearthclean was recommended with 94% confidence, an absurdly high certainty that should have raised red flags but didn't because the models had been trusted for so long.
Ministry false-flag attack on Virella transport hub, five years before Thornfall. Kaedus's first impossible choice: 847 projected dead if unmodified, 89 dead after intervention. The beginning of the ledger's weight. The precedent for every choice that followed.
Ministry black-protocol operation targeting Thornfall's protest. Authorized by Deputy Minister Halst based on manipulated Asteris recommendations. Projected casualties: 2,000-3,500. Modified by Shadow Guard intervention to 27 actual deaths. Evidence leaked post-detonation, burning the conspirators and triggering reform.
Infrastructure points in the Coalition's Mesh network secretly controlled by the Shadow Guard. Officially maintained by standard technical services; in practice, provide access to traffic the Ministry believes is secure. Legacy from when the Guard was part of the Directorate—institutional inertia means enough old systems remain that patient operators can still read what's supposedly hidden.
Encrypted communication network operating parallel to official Coalition systems. Used by criminal organizations, intelligence operatives, and anyone requiring communications that can't be easily intercepted. How Varro Kain first contacted the Shadow Guard with warnings about the second Thornfall device.
SPECIES
Long-lived species known for diplomatic skill and strategic thinking. Elegant, patient, operating on timescales humans barely comprehend. Hold significant positions throughout Coalition governance and advisory structures. A faction called the Silent Compass has been manipulating predictive systems for years, claiming an external threat justifies transformation of Coalition democracy into something more centralized.
Species adapted to high-gravity homeworlds. Broad-shouldered, dense-boned, finding most environments gentle by comparison. Known for physical resilience and straightforward temperament. Both Rane Korr (Shadow Guard) and Varro Kain (Iron Tide) are Veskari.
